Cardiff looks to hire cars to ease congestion woes

Traffic congestion is a problem that all cities face, and is what has led Cardiff Council to come up with a brand new rental scheme which they hope will convince people of an alternative to car ownership.
The programme will consist of 10 low-emissions vehicles for hire by the hour, provided by City Car Club, which runs similar operations in other cities around the UK - including Edinburgh and London.
The council will only fund the programme for its first 2 years. It is hoped that after this, the business model will prove to be self-sustaining and, if so, expanded to include battery-operated vehicles.
